When? "Way back when." What? -- lifting paths in a base space to paths in a covering of it. See, for example the "lifting" and "homotopy lifting" entries in Sze-Tsen Hu's classic 20th C. textbook {Homotopy}, in Academic Press, circa 1960. Of course that work isn't the origin of the lifting concept. But it does discuss the motivation quite plainly and carefully.
